Do you think this bird is a Sharp-shinned Hawk or a Cooper's Hawk?

One thing that might influence your decision would be the size of the bird. In the picture on the left there is a horizontal mark on the fence picket. It is 3.75 inches from that mark to the top of the picket. Using that fact, the length of the bird from the top of the head to the tip of the tail can be estimated at just slightly less than 12 inches.
